Description:

Before you may legally wear and carry a regulated firearm, you must possess and maintain on your person the MSP-issued Handgun Wear and Carry Permit. Submission of the application does not authorize you to wear, carry, or transport a handgun.

Who Should Apply?


Wear and Carry Permits may be issued to any adult (18 years of age or over) who meets the following criteria:

An applicant between 18 and 21 years of age may only be issued a wear and carry permit to possess a regulated firearm required for employment. - P.S. 5-133 (d)(2)(v)
Has not been convicted of a felony or a misdemeanor for which a sentence of imprisonment for more than one year has been imposed; or convicted of a criminal offense for which you could have been sentenced to more than 2 years incarceration.
Has not been convicted of a crime involving the possession, use, or distribution of a controlled dangerous substance;
Is not presently an alcoholic, addict, or habitual user of a controlled dangerous substance unless under legitimate medical direction;
Based on an investigation, has not exhibited a propensity for violence or instability that may reasonably render the person’s possession of a handgun a danger to the person or others;
Has a good and substantial reason​ to wear, carry, or transport a handgun, such as finding that the permit is necessary as a reasonable precaution against danger.
As of October 1, 2013, has successfully completed the Maryland State Police approved firearms training course within 2 years prior to submitting the original or renewal application.



How To Apply

As of October 1, 2013, all new, renewal, and subsequent applicants must successfully complete required firearms training, within 2 years, prior to submitting the application.

As of October 1, 2019, all Wear and Carry permit applications (original, renewal and subsequent) and requests (modification and replacement) must be submitted online in the Licensing Portal. All documentation requirements and any clarifications you feel may assist investigators in processing your applications must be uploaded and electronically attached to the application in the Licensing Portal. The minimum documentation required for the acceptance of the Wear and Carry permit application are:

Color passport-size photograph
Electronic fingerprint transmission receipt
Certificate of Handgun Training or documentation of exemption

Please allow 90 days for completion of the application process.

How Much Does It Cost?

Fees must be paid by check or money order made payable to the Maryland State Police. Checks must be drawn on active accounts with sufficient funds. If the check is returned for insufficient funds or due to a closed account, the applicant will be required to pay for future requests of the Licensing Division by cashier’s check or money order.

This 8 hour course is THE prerequisite for all other Handgun courses with Delaware Tactical. You must complete this course in order to be eligible to attend other training courses offered by Delaware Tactical. Delaware Tactical uses a training program and philosophy that is unique and second to none. Our Combat Handgun course prepares you to prevail in a real world violent confrontation. We do no teach target shooting. We teach you how to fight with your firearm.

This is the beginning step in learning how to fight with your firearm. This is the first step in personal defense with a handgun. Whether you have never handled a firearm or you have been shooting all of your life, you will learn the skill sets and fundamentals of defending yourself with a firearm.

This course is much more then teaching you how to press a trigger. We will teach you about mindset, situational awareness, shot avoidance, psychological and physiological effects of a deadly force encounter, statistics to make you smarter and more aware as well how to create solid neural pathways that help you respond under stress, the role and attributes of the handgun, legal aspects of deadly force, anatomical stopping power, mental conditioning for combat.

Live fire drills will include both one- and two-handed shooting, loading and reloading, Clearing malfunctions, using both eyes instead of one, at a variety of ranges and from a variety of shooting positions. We do this by applying solid combat fundamentals, common sense techniques and safety.

You will leave with homework/Dry practice and recommendations/ consideration for you to conduct your dry practice drills safely and efficiently.

This is a 5 hour course designed to apply the Basic combat fundamentals from our Basic Combat Handgun course into new environments and drills. We are strict with the basic combat fundamentals and stress perfect practice. We will challenge shooters with time events, movements, multiple target engagement, nontraditional shooting positions, fight drills, exertion drills, active shooter live fire drills and much more.

Obviously we cannot cover all there is to fighting with your pistol in 5 hours so each course is typically posted with techniques and fundamentals specific to that day. We are always changing and modifying the courses of fire and the focus of that day.

Expect to fire on average 400 - 500 rounds of ammunition during these courses.

We can customize a course for the students attending and meet their skill level in a challenging way.

This is a 2 - 3 hour class held at Range Time and is based on legal aspects of carrying a firearm for personal defense and the use of deadly force. We will discuss definitions under the DE code of deadly weapons, deadly force, use of non deadly and deadly force etc and when and what type of force is justified in protecting self and others in public, in the home and in the work place. we will also discuss what do to, who to call, what to say and to whom and when after a deadly force encounter to protect and guide oneself through the legal process. We discuss in some detail the physiological and emotional responses to high stress situations causing tunnel vision, slow mo perception, tunnel vision, false memory etc and how that relates to the importance of invoking Miranda rights and seeking legal counsel immediately.

MEET OUR INSTRUCTORS:

Larry Conley
Firearms Instructor

Larry has over 25 years of Law Enforcement experience working for the Delaware Department of Corrections. During this time, he trained a variety of courses. He served as an institution adjunct instructor. He was a member of the Correctional emergency response team (C.E.R.T. team) and also served as a team leader during this time. He came on board with Delaware Tactical 2 years ago as a range safety officer, and instructor of various classes such as Basic and advanced weapons. Larry is also a certified CCDW instructor.


James Ashmead
Firearms Instructor/ NREMT

James started his Law Enforcement/ Security career in 1993 while working as a Contractor for the Central Intelligence Agency. After his contract ended he returned to Delaware to begin a career with the Delaware Department of Corrections. He worked at multiple facilities. He was a member of the Correctional emergency response team (C.E.R.T. team) and remained on the team for the last three of the five years before leaving the State of Delaware. In 2001 he graduated from the FLETC "Federal Law Enforcement Training Center" in GLYNCO Georgia and was assigned to Kansas to work for the Federal Bureau of Prisons at United States Penitentiary Leavenworth. After working at USP Leavenworth, he was transferred to USP Victorville " United States Penitentiary" California. During his law enforcement career, he has attended numerous hours of Firearms training in Rifles, Shotguns and Pistols. James came on board with Delaware Tactical as an EMT and Firearms Instructor 2 years ago. James is the owner of EAST COAST TACMED GROUP and delivers STOP THE BLEED training courses, First Aid/CPR and assists with our Combat Medical live fire courses. As a full time Firefighter/NREMT he has extensive knowledge in trauma based treatment and tactics. He is certified with T.E.C.C. Tactical Emergency Casualty Care and also carries a STOP THE BLEED instructor certification. James holds a certification in Active Shooter Medical Response and assists with our live fire active shooter courses.

FIREARMS INSTRUCTOR

The newest member of the Delaware Tactical family, Erin is extremely passionate about self-defense and being a certified firearms instructor for the last 3 years. She has also been enrolled in our insructor program for the last year and has assisted with many of our CCDW and BCHG courses. She is now a full time instructor with Delaware Tactical available for all of our ladies only courses, one on one coaching as well as our ladies only CCDW.

She is a Southern Delaware Chapter Leader and instructor for The Well Armed woman, and an advocate with the Women's Defense Coalition of Delaware.

This is a 5 hour course designed to apply the Basic combat fundamentals from our Basic Combat Handgun course into new environments and drills. We are strict with the basic combat fundamentals and stress perfect practice. We will challenge shooters with time events, movements, multiple target engagement, nontraditional shooting positions, fight drills, exertion drills, active shooter live fire drills and much more.

Obviously we cannot cover all there is to fighting with your pistol in 5 hours so each course is typically posted with techniques and fundamentals specific to that day. We are always changing and modifying the courses of fire and the focus of that day.

Expect to fire on average 400 - 500 rounds of ammunition during these courses.

We can customize a course for the students attending and meet their skill level in a challenging way.

This is a 2 - 3 hour class held at Range Time and is based on legal aspects of carrying a firearm for personal defense and the use of deadly force. We will discuss definitions under the DE code of deadly weapons, deadly force, use of non deadly and deadly force etc and when and what type of force is justified in protecting self and others in public, in the home and in the work place. we will also discuss what do to, who to call, what to say and to whom and when after a deadly force encounter to protect and guide oneself through the legal process. We discuss in some detail the physiological and emotional responses to high stress situations causing tunnel vision, slow mo perception, tunnel vision, false memory etc and how that relates to the importance of invoking Miranda rights and seeking legal counsel immediately.

This 8 hour course is THE prerequisite for all other Rifle courses with Delaware Tactical. You must complete this course in order to be eligible to attend other rifle training courses offered by Delaware Tactical. Delaware Tactical uses a training program and philosophy that is unique and second to none. Our Combat Rifle course prepares you to prevail in a real world violent confrontation. We do no teach target shooting. We teach you how to fight with your firearm.

This is the beginning step in learning how to fight with your firearm. This is the first step in personal defense with a rifle. Whether you have never handled a firearm or you have been shooting all of your life, you will learn the skill sets and fundamentals of defending yourself with a firearm.

This course is much more then teaching you how to press a trigger. We will teach you about mindset, situational awareness, shot avoidance, psychological and physiological effects of a deadly force encounter, statistics to make you smarter and more aware as well how to create solid neural pathways that help you respond under stress, the role and attributes of the handgun, legal aspects of deadly force, anatomical stopping power, mental conditioning for combat.

Live fire drills will include both right and left handed shooting, use of cover and concealment, loading and reloading, Clearing malfunctions, using both eyes instead of one, at a variety of ranges and from a variety of shooting positions. We do this by applying solid combat fundamentals, common sense techniques and safety.

Larry Conley
Firearms Instructor

Larry has over 25 years of Law Enforcement experience working for the Delaware Department of Corrections. During this time, he trained a variety of courses. He served as an institution adjunct instructor. He was a member of the Correctional emergency response team (C.E.R.T. team) and also served as a team leader during this time. He came on board with Delaware Tactical 2 years ago as a range safety officer, and instructor of various classes such as Basic and advanced weapons. Larry is also a certified CCDW instructor.


James Ashmead
Firearms Instructor/ NREMT

James started his Law Enforcement/ Security career in 1993 while working as a Contractor for the Central Intelligence Agency. After his contract ended he returned to Delaware to begin a career with the Delaware Department of Corrections. He worked at multiple facilities. He was a member of the Correctional emergency response team (C.E.R.T. team) and remained on the team for the last three of the five years before leaving the State of Delaware. In 2001 he graduated from the FLETC "Federal Law Enforcement Training Center" in GLYNCO Georgia and was assigned to Kansas to work for the Federal Bureau of Prisons at United States Penitentiary Leavenworth. After working at USP Leavenworth, he was transferred to USP Victorville " United States Penitentiary" California. During his law enforcement career, he has attended numerous hours of Firearms training in Rifles, Shotguns and Pistols. James came on board with Delaware Tactical as an EMT and Firearms Instructor 2 years ago. James is the owner of EAST COAST TACMED GROUP and delivers STOP THE BLEED training courses, First Aid/CPR and assists with our Combat Medical live fire courses. As a full time Firefighter/NREMT he has extensive knowledge in trauma based treatment and tactics. He is certified with T.E.C.C. Tactical Emergency Casualty Care and also carries a STOP THE BLEED instructor certification. James holds a certification in Active Shooter Medical Response and assists with our live fire active shooter courses.

FIREARMS INSTRUCTOR

The newest member of the Delaware Tactical family, Erin is extremely passionate about self-defense and being a certified firearms instructor for the last 3 years. She has also been enrolled in our insructor program for the last year and has assisted with many of our CCDW and BCHG courses. She is now a full time instructor with Delaware Tactical available for all of our ladies only courses, one on one coaching as well as our ladies only CCDW.

She is a Southern Delaware Chapter Leader and instructor for The Well Armed woman, and an advocate with the Women's Defense Coalition of Delaware.
